About Us

The Planning and Development Department drives sustainable growth by integrating organizational initiatives with master and land use plans through strategic research and performance monitoring. The department upholds operational integrity by ensuring compliance with ISO standards, risk analysis, and ARTA mandates, while managing vital information governance—including records management, Data Privacy, and Freedom of Information requests—alongside the secure handling and delivery of critical legal and financial documentation.

To be the premier catalyst for a sustainable, globally competitive, and innovation-driven Freeport, leading the Subic Bay Metropolitan Authority toward economic excellence through strategic stewardship and operational distinction.

MISSION

To undertake the sound development planning of the Subic Bay Freeport (SBF) through corporate strategic planning, land use management, and the privatization and commercialization of principal SBMA assets on a best-use, highest-return basis.

DIVISIONS

PHYSICAL PLANNING DIVISION

- Provides technical support for comprehensive planning, zoning, and utilities. The division updates the Master Plan, issues Locational Clearances and Zoning Compliance Certificates, monitors building aesthetics through the Quality Standards for Aesthetics Manual, and provides conceptual plans and project visualizations for special projects and proposed developments.

CORPORATE PLANNING AND STATISTICS DIVISION

Collects and analyzes socio-economic data to guide management decision-making. The division facilitates agency-wide strategic planning and budgeting, monitors 5-year plans, conducts performance evaluations, and ensures eligibility for performance-based incentive systems.

ORTHO-GIS DIVISION

The Ortho-GIS Division serves as a vital tool in the planning and development of the Freeport. Provides spatial intelligence and technical support in the dynamic formulation and periodic updating of the comprehensive master plan. The division is responsible for capturing spatial data of SBMA’s fixed assets—such as buildings, roads, and bridges—and maintaining a comprehensive geographic database. Assists in visual presentations that support the management in strategic decision-making and analysis.

Quality Management Section: Ensures adherence to ISO standards (9001, 14001, 45001), manages risk analysis, internal audits, and ARTA/Citizen’s Charter compliance.
Auxiliary Services Section: Handles records management (RA 9470), DMS administration, and Data Privacy compliance. Manages FOI requests and ensures the secure, timely delivery of critical legal/financial notices and courier logistics.
