About Us

The Office of the Deputy Administrator for Technical Services Group (ODATSG) serves as the primary technical arm of the Subic Bay Metropolitan Authority (SBMA). The ODATSG provides strategic management, technical governance, and operational oversight for the core infrastructure, telecommunications, and support utilities across the Subic Bay Freeport Zone.

Through its three specialized departments—Engineering, Telecommunications, and Maintenance & Transportation—the ODATSG drives sustainable physical development, ensures institutional compliance, and maintains a world-class environment for Freeport locators, investors, residents, and visitors.

The ODA for PWTSG is committed to provide quality service to SBFZ investors, locators, residents and tourists and customers in the implementation of infrastructure projects and the operation of key support facilities.

MISSION & KEY OBJECTIVES

• Deliver comprehensive planning, detailed engineering design, and modern construction management for Freeport roads, bridges, public buildings, and marine/civil structures.
• Maintain continuous, 24/7 reliability for critical utilities, essential public facilities, smart telecommunications networks, and select environmental services.
• Partner effectively with government agencies, private stakeholders, and public utilities to support the sustainable economic growth of the Subic Bay Freeport Zone.

CORE RESPONSIBILITIES

• Provides executive-level technical evaluation, policy administration, and operational oversight to optimize SBMA’s capital and operational projects.
• Oversees architectural and engineering design, project programming, procurement documentation, and construction supervision for corporate-funded, nationally-funded, foreign-assisted, and other infrastructure initiatives.
• Exercises regulatory oversight and operational management over SBMA-owned electronic and communication systems, water and sewerage networks, and power utilities.
• Ensures continuous upkeep of public roads, bridges, and administrative facilities through its departments, while exercising regulatory oversight over power utilities under the Distribution Management Service Agreement (DMSA), as well as water and sewerage utilities under the Franchise Agreement.
• Oversees the execution of garbage collection and disposal within the Freeport, fleet operations for heavy equipment and light vehicles, and technical assistance services delivered to locators and residents.
