About Us

Originally, the processing of Building Permit applications was handled by the SBMA Engineering Department. Aside from the said function, the said department is also in-charge of preparation of plans, specifications, estimates and other technical documents for various infrastructure projects of SBMA and is also mandated to implement such projects.

All buildings/structures and infrastructure projects, whether private or government, must have the necessary building permit as stated on the National Building Code of the Philippines (PD 1096), which states that “…No person, firm or corporation, including any agency or instrumentality of the government shall erect, construct, alter, repair, move, convert or demolish any building or structure or cause the same to be done without first obtaining a building permit therefor from the Building Official assigned in the place where the subject building is located or the building work is to be done...” (emphasis supplied)

In the existing organization structure of SBMA, the Engineering Department, who is entrusted to process building permit, is also the one preparing the plans and other technical documents for infrastructure projects of SBMA and is likewise responsible for implementing its construction projects. There is no check and balance since both the municipal and regulatory functions are within the same office.

The solution to the above concern was the creation of the Building Permit and Safety Department. Hence, in June 2007, the Building Permit and Safety Department was created by virtue of an Office Order (Office Order No. 07-06-869).

Mission

To ensure that lives, properties, and public welfare are well taken care of, BPSD shall regulate the construction of all buildings and structures in the Subic Bay Freeport Zone in terms of its location, site, design, quality of materials, construction, use, occupancy and maintenance in accordance with existing laws and regulations.

To be an epitome of good governance in promoting public awareness and compliance to statutory requirements with the ultimate goal of providing safe and sound environment conducive for human existence.

Our Functions

  • To facilitate the processing of all building permit applications in compliance with the National Building Code requirements and its Implementing Rules and Regulations as well as SBMA’s Rules and Regulations.
  • To facilitate the processing of all occupancy permit applications in compliance with the National Building Code requirements and its Implementing Rules and Regulations as well as SBMA’s Rules and Regulations.
  • To issue Notices to pertinent locators, residents, and other institutions/agencies within the Freeport Zone for reported and identified Violations as regards the National Building Code and SBMA’s Rules and Regulations.
