About Us

The Public Health and Safety Department is tasked to formulate and implement rules and regulations relative to employee health and safety, and provide quality health services within the Subic Bay Freeport Zone.

VISION

The Public health and Safety Department is committed to deliver optimum medical and occupation health care system to the entire Subic Bay Freeport Community. It aims to provide quality medical health services to all SBMA / FSC employees, their dependents, locators and residents to increase productivity in carrying out the mission / vision of SBMA, and ensure employees' health and welfare in order to prevent work-related illnesses and provide management for common here do familial diseases / emergency cases in an Industrial set-up.

OBJECTIVES & FUNCTIONS


PUBLIC HEALTH AND SAFETY DEPARTMENT - Main


  • To provide quality outpatient and emergency health care services accessible to employees within the Subic Bay Freeport Zone.
  • To institute health surveillance by conducting pre-employment, as well as annual and periodic health services.
  • To act as support group/part of the rescue team providing emergency and essential health services in the event of various emergency situations and disaster operations.
  • To help in promulgating and formulating programs for employees/worker protection against the dangers of injury, sickness or death.
  • To conduct annual occupational health and safety inspections in every establishment within the Zone prior to the renewal of its Certificate of Registration & Tax Exemption (CRTE) and Registration Certificate (RC).
  • To conduct sanitation inspection among companies particularly food establishments to determine compliance with the Code of Sanitation of the Philippines.
  • To conduct occupancy inspection as part of an inspection team organized by the Engineering Department that evaluates all buildings of locators for soundness and suitability for human occupancy.

PUBLIC HEALTH AND SAFETY DEPARTMENT - Cubi Clinic


  • To conduct preventive health program training courses to SBFZ employees(i.e., Basic Life Support, Basic First Aid, Sanitation Training for Food Handlers).
  • Support group for the SBIA operations on medical emergencies such as aircraft disasters, first aid and medical care for all airport users particularly the passengers, in compliance with the International Civil Aviation Organization (ICAO) requirement.
  • Provision of outpatient health care services to SBMA/FSC employees, locators and their employees, tourists and visitors, as well as residents from the boundary of Boton Bridge to Morong
  • Provision of assistance in terms of personnel services and medical facilities to the Bureau of Quarantine International Health Surveillance (BQIHS) representatives, in support to the directives of the World Health Organization and the Department of Health on Severe Acute Respiratory Syndrome (SARS); Specifically, the PHSD-Cubi Personnel assists the BQIHS Medical Officer in the actual initial procedures for SARS Screening on all arriving and departing passengers at the Subic Bay International Airport.

    Implementation of the existing SBMA Occupational Health programs are all based on the Philippine Occupational Health and Safety Standards formulated by the Department of Labor and Employment (DOLE). Implementation of the SBMA Sanitation Program is based on the Code on Sanitation of the Philippines, P.D. 856 formulated by the Department of Health.
