About Us
The Personnel and Vehicle Control Department is responsible for regulating, authorizing, registering, accrediting, and monitoring the access of persons and vehicles to and within the Subic Bay Freeport Zone through the issuance and control of SBMA identification cards and temporary passes, and the regulation, registration, accreditation, and monitoring of privately owned vehicles (POV), tax-exempt vehicles (TEV) and public transportation services.

To safeguard the integrity and order of the Subic Bay Freeport Zone by effectively regulating and monitoring the access and movement of persons and vehicles through reliable, transparent, and responsive control systems.
DIVISIONS

Pass Issuance and Control Division
The Pass Issuance and Control Division regulates and monitors individual access to the Subic Bay Freeport Zone (SBFZ). To help ensure security and compliance, the PICD administers the SBMA ID System, managing the issuance, validation, monitoring, suspension, cancellation, and revocation of SBMA Identification Cards and Temporary Passes, in accordance with Republic Act No. 7227 and all duly promulgated SBMA policies and regulations.
- As a regulatory body, the PICD exercises comprehensive management of access credentials to the Subic Bay Freeport Zone through the implementation of the SBMA ID System. This includes the initial issuance, validation, and monitoring of continued authorized access, as well as the suspension or revocation of SBMA ID privileges for non-compliance or violation of SBMA policies.
- Operationally, the PICD executes this mandate by processing SBMA IDs and Temporary Passes for employees of Subic Bay Freeport locators, contractors, residents, students, and government personnel. All long-term issuances are strictly contingent upon official endorsements from authorized SBMA departments.
- To maintain unbroken security and operational flow, the PICD operates 24/7 through Satellite Offices at the Tipo and Kalaklan Gates. These posts continuously regulate temporary access for visitors, pass-through individuals, non-accredited entities, and trucking and delivery services not accessing SBMA Seaport-controlled areas.

Public Transport Division
The Public Transport Division is responsible for the regulation, authorization, registration, accreditation, and monitoring of motor vehicles and public transport services operating within the Subic Bay Freeport Zone, including Tax-Exempt and Duty-Free Vehicles (TEVs), public transport service providers’ transportation system, shuttle and taxi services, and privately owned motor vehicles.
- Formulate, administer and regulate a Transportation system within the Subic Bay Freeport Zone and the connectivity of said transportation system to the outside of the SBFZ.
- Regulate the use of motor vehicles, whether tax-paid or duty-free, brought into the Subic Bay Freeport Zone.
- Conduct inventory and inspection of tax-exempt vehicles and prepare periodic reports
- Issue, amend, revise, suspend, or cancel Certificate of Accreditation or permits authorizing the operation of public land transportation services within the Subic Bay Freeport Zone
- Issue decals/stickers to individual motor vehicle units operating as public transport service provider
- Prescribe and regulate routes of service including zones or areas of operation of public land transportation services provided by motorized vehicles
- Determine, prescribe and recommend reasonable fares, rates and other related charges relative to the operation of public land transportation services
- Formulate guidelines and policies for Tax-Exempt and Duty-Free Vehicles (TEVs), public transport service providers, shuttle and taxi services, and privately owned motor vehicles
- Regulate the use of motor vehicles, whether tax-paid or duty-free, brought into the Subic Bay Freeport Zone.
- Impose fines and penalties for violations on policies for Tax-Exempt and Duty-Free Vehicles (TEVs), public transport service providers, shuttle and taxi services, and privately owned motor vehicles
