About Us

The Legal Department is one of the SBMA offices operating under the Office of the Deputy Administrator for Legal Services which, in turn, is supervised by the Office of the Senior Deputy Administrator for Support Services. The Legal Department is composed of three (3) divisions: the Litigation Division, the Contracts and Documentation Division and the Legal Support Division.

The Department is currently headed by Atty. Cicero L. Sta. Maria as its Acting Department Manager III. The Department Manager is supported by two (2) Administrative Assistant I positions, with a total of Forty (40) authorized positions across the Department and its three divisions — including 21 Attorney positions (Attorney V, IV, III, and II).

The Legal Department maintains a library equipped with law books and a records section where SBMA's case records and contracts with other entities, including government agencies, are stored. These may be accessed by other SBMA departments upon prior notice.

A Legal Department recognized as a trusted and proactive partner in governance — safeguarding the interests of the Subic Bay Metropolitan Authority, upholding the rule of law, and enabling the sustainable growth of the Subic Bay Freeport Zone through sound, principled, and forward-looking legal counsels.

MISSION

To be at the forefront in supporting SBMA Management's objectives and directions through timely, sound, competent, reliable, and practical delivery of legal advice and services — anchored on the collective expertise of its Litigation, Contracts and Documentation and Legal Support Divisions in litigation, contract review and collection, and legal-policy support.

FUNCTIONS

The Legal Department oversees the Litigation Division, Contracts and Documentation Division and Legal Support Division in formulating and recommending policies/guidelines in the handling and disposition of legal cases/issues; Investigates and/or prosecutes in behalf of, and defends, SBMA; Conducts research and study on legal matters and provides legal advice on matters affecting SBMA's operations; and Prepares and reviews contracts, memoranda of agreement, permits/licenses, and all other legal documents involving SBMA and the Subic Bay Freeport Zone (SBFZ).
