Minimum Qualification Standards of the Civil Service Commission

Education: Master’s Degree or Certificate in Leadership and Management from the Civil Service Commission

Policies on the exemption to Master’s Degree requirement:

1. The Career Executive Service (CES) and Career Service Executive (CSE) eligibilities are considered as sufficient for permanent appointment to division chief and executive/managerial positions in lieu of the master’s degree requirement, provided that the experience and training requirements are also met.

2. RA 1080 eligibles shall be exempt from master’s degree requirement for division chief and executive/managerial positions the duties and responsibilities of which involve practice of profession or belong to the same occupational group or functionally related positions as that of the professions regulated by BAR or Board laws.

3. Completion of the degrees of Bachelor of Laws and Doctor of Medicine from a CHED-recognized institution shall be considered appropriate education for appointment to division chief and executive/managerial positions or other positions requiring master’s degree the duties of which do not involve practice of profession covered by BAR/Board laws.



Experience: 4 years of supervisory / management experience



Training: 40 hours of supervisory / management learning and development intervention

Eligibility: Career Service Professional/Second Level eligibility

Job Requirements



· Preferably a Certified Public Accountant;

· Proficient in Microsoft Office, Google Applications, and other electronic platforms that may be useful in the preparation of reports;

· Excellent communication skills and proven ability to handle multiple high priority tasks with minimal supervision;

· Knowledgeable in Integrated Financial Management System Operation; and


· Extremely dedicated, organized, and highly capable of providing excellent service and giving accurate information.

· Knowledgeable in business and corporate law;

· With two (2) years work experience in corporate law/legal training; and

Must have extensive knowledge in business development, business communication and relations.

Notes:

· For plantilla personnel of SBMA and those from government agencies: Must have at least a Very Satisfactory (VS) rating at the Individual Performance Commitment and Review (IPCR) Form for year 2019.

· For individuals under Contract of Services (CS): Must have at least Very Satisfactory Performance Evaluation System (PES) rating for the periods, July to November/December 2019, and January to May/June 2020.

· For external applicants: PES and IPCR ratings are not required.

Fully accomplished Personal Data Sheet (PDS) in MS Excel with recent passport-sized picture (CS Form No. 212, Revised 2017), thumbmark and signature;
Work Experience Sheet (Attachment of CS Form No. 212) which both can be downloaded at www.csc.gov.ph using MS Word and affix signature;
School Transcript of Records and Diploma of highest educational attainment;
Certificate of Employment attesting the relevant experience held from authorized official/s (current, previous employment or jobs including volunteer work on a full time basis)
Relevant Training Certificates; and
Civil Service eligibility and/or valid license from the Professional Regulation Commission (PRC).
Additional requirement for Personnel from other government agencies:

§ Clearance from current and/or previous government employer/s

Note: SBMA Personnel with Permanent status may only submit item nos. 1-3 hereof, and the below-listed additional requirements:

§ Fully accomplished In-House Application Form;

§ For applicants whose eligibility is Professional License, must send proof of valid PRC license;

§ Office Order or Memorandum on relevant experience with specific duties and responsibilities, if applicable; and

§ Certificate/s of Recognition (Employee of the Year/Quarter)
